THE THINKING BEHIND THE WORK

My work began with Canada's security classification framework. As the evidence accumulated, it developed into a broader question: whether many of the obstacles attributed to culture, procurement or individual programs are symptoms of the institutional architecture within which people are required to operate.

RON LLOYD

Vice-Admiral (Ret'd) Ron Lloyd served for 38 years in the Royal Canadian Navy, including as its 35th Commander, Acting Vice Chief of the Defence Staff and DND/CAF's first Chief Data Officer. Since retiring in 2019, he has worked as a strategic advisor to industry through Leadmark Ventures and as a Fellow of the Canadian Global Affairs Institute, researching the institutional impediments to government delivery.

Throughout my career, I relied on staff and trusted colleagues to research, draft, challenge assumptions and review my work. I now use AI tools in much the same way, alongside human reviewers and subject-matter experts. They assist with research, analysis, drafting, editing and challenging my thinking, but they do not replace my judgment. The arguments, judgments, conclusions and recommendations are my own, and I remain responsible for the accuracy and content of everything published under my name.

Where published work relies materially on analysis or data prepared by others, those contributions are identified in the publication. Where appropriate, and with permission, the supporting material is made available alongside the paper it informs.

KEEPING THE RECORD INTACT

Published papers appear as originally published rather than retrospectively revised. Where subsequent events materially affect the evidence or argument, a dated note identifies what has changed and how later work has developed the analysis.
